Enrolling in a Health Plan – COVID-19 Changes

Due to the COVID-19 pandemic, some states have reopened their exchanges for uninsured individuals to enroll in health insurance. The below information covers the status of each state.

If your state has not reopened the exchanges, you may still qualify for a Special Enrollment Period to enroll in a marketplace plan if you have experienced a qualifying event, including loss of health coverage, changes in household, changes in residence, change in income, or other qualifying events. State Based Marketplaces

States that have reopened the exchange

  • California has expanded open enrollment until June 30, 2020.
  • Colorado has expanded open enrollment until April 30, 2020.
  • Connecticut has expanded open enrollment until April 17, 2020.
  • District of Columbia has expanded open enrollment.
  • Maryland has expanded open enrollment until June 15, 2020.
  • Massachusetts has expanded open enrollment until May 25, 2020.
  • Minnesota has expanded open enrollment until April 21, 2020.
  • Nevada has expanded open enrollment until April 15, 2020.
  • New York has expanded open enrollment until April 15, 2020.
  • Rhode Island has expanded open enrollment until April 15, 2020.
  • Vermont has expanded open enrollment until April 17, 2020. 
  • Washington has expanded open enrollment until April 8, 2020.
     

States that have not reopened the exchange

  • Arkansas has not expanded open enrollment at this time.
  • Kentucky has not expanded open enrollment at this time.
  • New Jersey has not expanded open enrollment at this time.
  • New Mexico has not expanded open enrollment at this time.
  • Oregon has not expanded open enrollment at this time.
  • Pennsylvania has not expanded open enrollment at this time.
  • Idaho has not expanded open enrollment at this time.

Other State Marketplaces
All other states not listed above have not expanded open enrollment in response to the COVID-19 pandemic. The federal government has yet to make a decision about reopening state marketplaces administered by the federal government.
